2022年(nian)1月26日(ri),天津(jin)市印發(fa)《天津(jin)市貫徹落(luo)實<國家綜合立體交(jiao)通(tong)網規劃綱要>的(de)實施方案(an)》(以下簡稱《方案(an)》),明(ming)確了未來十五年(nian)、三十年(nian)天津(jin)市綜合立體交(jiao)通(tong)網建設發(fa)展的(de)總目標、總藍圖和重要舉(ju)措等。(津(jin)云新聞訊)
未(wei)來十五年(nian)(nian)天(tian)津(jin)(jin)市(shi)將(jiang)(jiang)(jiang)堅(jian)持港(gang)口(kou)為(wei)(wei)魂、鐵(tie)路為(wei)(wei)骨、道路為(wei)(wei)基、航空(kong)為(wei)(wei)翼、郵(you)政為(wei)(wei)脈,到(dao)(dao)(dao)(dao)2035年(nian)(nian),基本建(jian)(jian)成(cheng)便捷順(shun)暢、經濟高(gao)(gao)(gao)效、綠色集(ji)約、智能先進(jin)、安全(quan)可靠的現(xian)代化(hua)高(gao)(gao)(gao)質量綜合立體交通(tong)網——建(jian)(jian)成(cheng)世界一流智慧綠色樞紐港(gang)口(kou)、國(guo)(guo)際(ji)航空(kong)物(wu)流中(zhong)心(xin),港(gang)口(kou)貨物(wu)年(nian)(nian)通(tong)過能力(li)(li)將(jiang)(jiang)(jiang)達(da)(da)(da)到(dao)(dao)(dao)(dao)7.5億噸、集(ji)裝箱年(nian)(nian)通(tong)過能力(li)(li)將(jiang)(jiang)(jiang)達(da)(da)(da)到(dao)(dao)(dao)(dao)3500萬(wan)標準箱,機場旅客(ke)年(nian)(nian)吞(tun)吐能力(li)(li)將(jiang)(jiang)(jiang)達(da)(da)(da)到(dao)(dao)(dao)(dao)7000萬(wan)人(ren)次、貨郵(you)年(nian)(nian)吞(tun)吐能力(li)(li)將(jiang)(jiang)(jiang)達(da)(da)(da)到(dao)(dao)(dao)(dao)150萬(wan)噸,實(shi)(shi)現(xian)客(ke)運3小時通(tong)達(da)(da)(da)全(quan)國(guo)(guo)主(zhu)(zhu)要(yao)城市(shi),貨物(wu)國(guo)(guo)內1天(tian)送達(da)(da)(da)、周(zhou)邊國(guo)(guo)家2天(tian)送達(da)(da)(da)、全(quan)球(qiu)主(zhu)(zhu)要(yao)城市(shi)3天(tian)送達(da)(da)(da);建(jian)(jian)成(cheng)“軌道上(shang)的京津(jin)(jin)冀”、區域(yu)互聯暢通(tong)公(gong)路網,高(gao)(gao)(gao)鐵(tie)城際(ji)里(li)程(cheng)將(jiang)(jiang)(jiang)達(da)(da)(da)到(dao)(dao)(dao)(dao)830公(gong)里(li),高(gao)(gao)(gao)速(su)公(gong)路和普通(tong)國(guo)(guo)省道里(li)程(cheng)將(jiang)(jiang)(jiang)達(da)(da)(da)到(dao)(dao)(dao)(dao)4800公(gong)里(li),實(shi)(shi)現(xian)京津(jin)(jin)雄30分(fen)鐘(zhong)通(tong)勤、京津(jin)(jin)冀主(zhu)(zhu)要(yao)城市(shi)客(ke)運1小時通(tong)達(da)(da)(da)、貨物(wu)3小時送達(da)(da)(da);建(jian)(jian)成(cheng)廣(guang)泛覆蓋的城鄉(xiang)交通(tong)網,實(shi)(shi)現(xian)雙城間(jian)20分(fen)鐘(zhong)快速(su)通(tong)達(da)(da)(da),城鎮(zhen)及建(jian)(jian)制(zhi)村(cun)10分(fen)鐘(zhong)到(dao)(dao)(dao)(dao)公(gong)交站(zhan),城鎮(zhen)15分(fen)鐘(zhong)上(shang)高(gao)(gao)(gao)速(su)公(gong)路;智慧綠色交通(tong)發(fa)展水平將(jiang)(jiang)(jiang)居全(quan)國(guo)(guo)前列(lie),交通(tong)運輸領(ling)域(yu)將(jiang)(jiang)(jiang)提前實(shi)(shi)現(xian)碳達(da)(da)(da)峰。到(dao)(dao)(dao)(dao)2050年(nian)(nian),在全(quan)國(guo)(guo)率先建(jian)(jian)成(cheng)人(ren)民滿(man)意(yi)、保障有(you)力(li)(li)、世界前列(lie)的交通(tong)強市(shi),全(quan)面支撐天(tian)津(jin)(jin)市(shi)建(jian)(jian)成(cheng)社會主(zhu)(zhu)義現(xian)代化(hua)大都市(shi)。
1帶3軸2廊,建設多式融合的綜合立體交通主(zhu)骨架
根據(ju)《方(fang)案(an)》,天津將不斷完善(shan)現代(dai)化(hua)綜(zong)合(he)立體交(jiao)通(tong)網(wang)(wang)布(bu)局,構建(jian)“1帶3軸2廊(lang)”綜(zong)合(he)立體交(jiao)通(tong)主骨架、“海、空(kong)、鐵、郵(you)”4大綜(zong)合(he)立體交(jiao)通(tong)主樞紐(niu)和廣泛(fan)覆蓋的鐵路網(wang)(wang)、公路網(wang)(wang)絡,建(jian)設國際性綜(zong)合(he)交(jiao)通(tong)樞紐(niu)城市。
“1帶”為(wei)京津濱(bin)(bin)交通(tong)帶:連接津濱(bin)(bin)“雙城(cheng)”與北(bei)京,向西北(bei)銜接沿邊(bian)通(tong)道、中蒙俄(e)經(jing)濟(ji)走廊,向南銜接國(guo)家京津冀—長三(san)角主軸,新增京濱(bin)(bin)、津興鐵(tie)(tie)路(lu)、津武(wu)市(shi)(shi)域(郊)鐵(tie)(tie)路(lu),唐廊高(gao)(gao)速公路(lu)等,形成由4條高(gao)(gao)鐵(tie)(tie)城(cheng)際(ji)、3條市(shi)(shi)域(郊)鐵(tie)(tie)路(lu)、5條高(gao)(gao)速公路(lu)、2條普(pu)鐵(tie)(tie)干(gan)線、2條普(pu)通(tong)國(guo)道組(zu)成的交通(tong)帶。
“3軸(zhou)”分(fen)別為津(jin)(jin)(jin)(jin)滬、沿(yan)海(hai)(hai)、津(jin)(jin)(jin)(jin)雄(xiong)(xiong)交(jiao)(jiao)通(tong)(tong)(tong)(tong)軸(zhou):津(jin)(jin)(jin)(jin)滬交(jiao)(jiao)通(tong)(tong)(tong)(tong)軸(zhou)是國(guo)家京津(jin)(jin)(jin)(jin)冀(ji)(ji)—長三角主(zhu)軸(zhou)的組成(cheng)(cheng)部分(fen),途(tu)經“津(jin)(jin)(jin)(jin)城(cheng)(cheng)(cheng)”、武清、北辰、西(xi)(xi)青、靜海(hai)(hai),連接(jie)上海(hai)(hai),新(xin)增(zeng)津(jin)(jin)(jin)(jin)滄(cang)城(cheng)(cheng)(cheng)際(ji)(ji),預留至(zhi)上海(hai)(hai)高(gao)(gao)速磁(ci)懸浮通(tong)(tong)(tong)(tong)道等,形成(cheng)(cheng)2條(tiao)(tiao)高(gao)(gao)鐵(tie)(tie)城(cheng)(cheng)(cheng)際(ji)(ji)、3條(tiao)(tiao)高(gao)(gao)速公(gong)路、1條(tiao)(tiao)普(pu)鐵(tie)(tie)干(gan)(gan)線(xian)、2條(tiao)(tiao)普(pu)通(tong)(tong)(tong)(tong)國(guo)道的交(jiao)(jiao)通(tong)(tong)(tong)(tong)軸(zhou)。沿(yan)海(hai)(hai)交(jiao)(jiao)通(tong)(tong)(tong)(tong)軸(zhou)也(ye)是京津(jin)(jin)(jin)(jin)冀(ji)(ji)—長三角主(zhu)軸(zhou)的組成(cheng)(cheng)部分(fen),途(tu)經“濱城(cheng)(cheng)(cheng)”、寧河、津(jin)(jin)(jin)(jin)南,連接(jie)沿(yan)海(hai)(hai)地(di)區(qu),新(xin)增(zeng)津(jin)(jin)(jin)(jin)濰(wei)高(gao)(gao)鐵(tie)(tie)、環渤海(hai)(hai)城(cheng)(cheng)(cheng)際(ji)(ji)等,形成(cheng)(cheng)3條(tiao)(tiao)高(gao)(gao)鐵(tie)(tie)城(cheng)(cheng)(cheng)際(ji)(ji)、3條(tiao)(tiao)高(gao)(gao)速公(gong)路、1條(tiao)(tiao)普(pu)鐵(tie)(tie)干(gan)(gan)線(xian)、2條(tiao)(tiao)普(pu)通(tong)(tong)(tong)(tong)國(guo)道的交(jiao)(jiao)通(tong)(tong)(tong)(tong)軸(zhou)。津(jin)(jin)(jin)(jin)雄(xiong)(xiong)交(jiao)(jiao)通(tong)(tong)(tong)(tong)軸(zhou)途(tu)經津(jin)(jin)(jin)(jin)濱“雙城(cheng)(cheng)(cheng)”、津(jin)(jin)(jin)(jin)南、西(xi)(xi)青、靜海(hai)(hai),連接(jie)雄(xiong)(xiong)安新(xin)區(qu)及西(xi)(xi)部地(di)區(qu),銜(xian)接(jie)國(guo)家京津(jin)(jin)(jin)(jin)冀(ji)(ji)—粵港(gang)澳(ao)(ao)主(zhu)軸(zhou),向南通(tong)(tong)(tong)(tong)達(da)中(zhong)原地(di)區(qu)、長江中(zhong)游、粵港(gang)澳(ao)(ao)大(da)(da)灣區(qu)等地(di)區(qu);銜(xian)接(jie)國(guo)家京津(jin)(jin)(jin)(jin)冀(ji)(ji)—成(cheng)(cheng)渝主(zhu)軸(zhou),向西(xi)(xi)南通(tong)(tong)(tong)(tong)達(da)關中(zhong)平原、成(cheng)(cheng)渝等地(di)區(qu);連通(tong)(tong)(tong)(tong)大(da)(da)陸(lu)橋(qiao)走廊,向西(xi)(xi)及西(xi)(xi)北通(tong)(tong)(tong)(tong)達(da)呼包鄂榆、蘭西(xi)(xi)等地(di)區(qu)及霍(huo)爾果斯、阿(a)拉(la)山口等陸(lu)橋(qiao)口岸,新(xin)增(zeng)津(jin)(jin)(jin)(jin)雄(xiong)(xiong)城(cheng)(cheng)(cheng)際(ji)(ji)、津(jin)(jin)(jin)(jin)雄(xiong)(xiong)干(gan)(gan)線(xian)公(gong)路等,延伸津(jin)(jin)(jin)(jin)霸鐵(tie)(tie)路至(zhi)徐水、淶源、張家口,形成(cheng)(cheng)2條(tiao)(tiao)高(gao)(gao)鐵(tie)(tie)城(cheng)(cheng)(cheng)際(ji)(ji)、3條(tiao)(tiao)高(gao)(gao)速公(gong)路、2條(tiao)(tiao)普(pu)鐵(tie)(tie)干(gan)(gan)線(xian)、3條(tiao)(tiao)普(pu)通(tong)(tong)(tong)(tong)國(guo)省道的交(jiao)(jiao)通(tong)(tong)(tong)(tong)軸(zhou)。
“2廊(lang)”為京(jing)哈交通(tong)走廊(lang)、津(jin)(jin)承交通(tong)走廊(lang)。京(jing)哈交通(tong)走廊(lang)是(shi)國(guo)家京(jing)哈走廊(lang)的組成(cheng)部(bu)分(fen),途經薊州(zhou)、寶坻(chi),連(lian)接京(jing)冀北部(bu)和遼中南(nan)、哈長(chang)城市群,連(lian)通(tong)內蒙(meng)滿洲里口岸,新(xin)增京(jing)唐高(gao)(gao)鐵(tie)(tie)、京(jing)秦(qin)第二城際等(deng)(deng),預留薊州(zhou)區接入北京(jing)軌(gui)道交通(tong)平谷線(xian)通(tong)道,形成(cheng)2條(tiao)高(gao)(gao)鐵(tie)(tie)城際、2條(tiao)高(gao)(gao)速公路、2條(tiao)普鐵(tie)(tie)干線(xian)、3條(tiao)普通(tong)國(guo)道的交通(tong)走廊(lang)。津(jin)(jin)承交通(tong)走廊(lang)通(tong)往內蒙(meng)等(deng)(deng)北部(bu)地區,途經津(jin)(jin)濱“雙城”、東麗、北辰、寧(ning)河(he)、寶坻(chi)、薊州(zhou),連(lian)接河(he)北北部(bu)、蒙(meng)東地區,向北銜接京(jing)哈走廊(lang)和沿(yan)邊通(tong)道,連(lian)通(tong)二連(lian)浩特(te)口岸,向南(nan)銜接津(jin)(jin)滬、沿(yan)海、津(jin)(jin)雄交通(tong)軸,新(xin)增京(jing)濱、津(jin)(jin)承鐵(tie)(tie)路等(deng)(deng),形成(cheng)2條(tiao)高(gao)(gao)鐵(tie)(tie)城際、2條(tiao)高(gao)(gao)速公路、1條(tiao)普鐵(tie)(tie)干線(xian)、1條(tiao)普通(tong)國(guo)道的交通(tong)走廊(lang)。
“海、空、鐵、郵”,打造(zao)輻射全(quan)球(qiu)的綜合立(li)體交通主(zhu)樞(shu)紐(niu)
天(tian)(tian)津(jin)將立(li)足(zu)國(guo)際(ji)性綜合交(jiao)通(tong)(tong)樞(shu)紐城市定(ding)位(wei),充分(fen)發(fa)揮(hui)“兩個扇面(mian)”作用,強(qiang)化國(guo)際(ji)樞(shu)紐海港(gang)、國(guo)際(ji)航空貨運(yun)樞(shu)紐和國(guo)際(ji)郵政快遞樞(shu)紐的(de)全球資源配置(zhi)能(neng)力,強(qiang)化鐵路樞(shu)紐區域運(yun)輸組織功能(neng),形成4大(da)綜合立(li)體交(jiao)通(tong)(tong)主樞(shu)紐,構建以北京、天(tian)(tian)津(jin)為中心聯動石家莊(zhuang)、雄(xiong)安等(deng)城市的(de)京津(jin)冀國(guo)際(ji)性綜合交(jiao)通(tong)(tong)樞(shu)紐集群。
天津港將(jiang)構建(jian)“一港八區”格(ge)局,打造京(jing)津冀(ji)(ji)協同(tong)發展(zhan)的(de)重要(yao)支撐、服(fu)務“一帶一路(lu)”建(jian)設的(de)重要(yao)支點、陸(lu)海(hai)深度(du)融合(he)的(de)重要(yao)平臺和(he)現代化的(de)國際(ji)(ji)樞紐海(hai)港。構建(jian)陸(lu)海(hai)內外(wai)聯(lian)動(dong)、東西雙向(xiang)(xiang)(xiang)(xiang)互濟的(de)運(yun)輸(shu)網絡(luo),海(hai)向(xiang)(xiang)(xiang)(xiang)聯(lian)動(dong)環渤海(hai)、密(mi)接(jie)日(ri)韓(han)和(he)東南亞、廣(guang)泛連(lian)接(jie)歐美澳(ao)、拓(tuo)展(zhan)“冰上絲綢(chou)之路(lu)”,陸(lu)向(xiang)(xiang)(xiang)(xiang)貫通“三(san)北(bei)”、聯(lian)通中蒙俄經(jing)濟走(zou)廊。天津濱海(hai)國際(ji)(ji)機(ji)場(chang)(chang)將(jiang)構建(jian)“三(san)航(hang)(hang)站(zhan)(zhan)樓、三(san)跑道、三(san)貨運(yun)區”運(yun)行(xing)格(ge)局,拓(tuo)展(zhan)“一帶一路(lu)”沿線國家和(he)地區、歐美澳(ao)國際(ji)(ji)航(hang)(hang)線,做強日(ri)韓(han)、東南亞航(hang)(hang)線,引入京(jing)濱高鐵(tie)等,形成綜合(he)立(li)體(ti)交通樞紐,與北(bei)京(jing)、石家莊共同(tong)打造世界(jie)級(ji)機(ji)場(chang)(chang)群。鐵(tie)路(lu)將(jiang)構建(jian)“三(san)主三(san)輔多(duo)節點”客運(yun)樞紐體(ti)系(xi)、“一中樞多(duo)場(chang)(chang)站(zhan)(zhan)”貨運(yun)樞紐體(ti)系(xi),與北(bei)京(jing)共建(jian)國家鐵(tie)路(lu)樞紐。郵(you)(you)政(zheng)快(kuai)遞(di)將(jiang)構建(jian)面(mian)向(xiang)(xiang)(xiang)(xiang)國際(ji)(ji)、全(quan)市、周邊、末(mo)端的(de)四級(ji)服(fu)務網絡(luo),打造“公(gong)路(lu)+鐵(tie)路(lu)+航(hang)(hang)空+水(shui)運(yun)”全(quan)載體(ti)郵(you)(you)政(zheng)快(kuai)遞(di)運(yun)輸(shu)體(ti)系(xi),與北(bei)京(jing)、雄(xiong)安共同(tong)打造京(jing)津冀(ji)(ji)國際(ji)(ji)郵(you)(you)政(zheng)快(kuai)遞(di)樞紐集(ji)群。
天津還將注(zhu)重(zhong)存量資源優化和增量供(gong)給提質(zhi),強(qiang)化雙城(cheng)輻射(she)、便捷(jie)各區(qu)(qu)連(lian)通、全(quan)面(mian)覆蓋城(cheng)鄉(xiang),形(xing)成由高鐵(tie)(tie)城(cheng)際、高速公(gong)(gong)路(lu)構(gou)成的(de)(de)快速網,普鐵(tie)(tie)干(gan)線、普通國(guo)道以及市域(郊)鐵(tie)(tie)路(lu)、普通省道構(gou)成的(de)(de)干(gan)線網,及鐵(tie)(tie)路(lu)專用線、農村公(gong)(gong)路(lu)構(gou)成基礎(chu)網,形(xing)成廣泛(fan)覆蓋的(de)(de)鐵(tie)(tie)路(lu)、公(gong)(gong)路(lu)“快、干(gan)、基”三級網絡。以4個(ge)綜合(he)立(li)(li)(li)體(ti)交(jiao)通主(zhu)樞紐為(wei)引領,依托綜合(he)立(li)(li)(li)體(ti)交(jiao)通主(zhu)骨架,濱海新區(qu)(qu)、環城(cheng)四區(qu)(qu)和外圍(wei)五區(qu)(qu)均可(ke)形(xing)成綜合(he)立(li)(li)(li)體(ti)交(jiao)通網。
